Rationale (Describe the problem you intend to solve)

The LACNIC Policy Manual does not currently address how to manage returned resources that were originally part of the Critical Infrastructure Reserve. This may lead to the exhaustion of the reserve, as current provisions specify that all recovered resources must be quarantined before being added to the pool of available resources to be assigned to applicants on the waiting list.
This proposal adds the necessary provisions so that, in the event that resources that were originally part of the Critical Infrastructure Reserve are recovered, they will be reincorporated into this reserve, maintaining the corresponding quarantine period before they can be assigned once again. Thus, the lifespan of the reserve will be extended and these resources will not be lost due to their inclusion with the rest of the recovered or returned resources.

Add the following paragraph in section 2.3.5:
“8. In the event that IP addresses assigned from this reserve are recovered or returned, such IP addresses must be reincorporated into the reserve so that this reserve will be preserved as much as possible. Recovered or returned addresses that are reincorporated into the reserve must go through the corresponding quarantine period before they can be assigned once again.”
