The current policy allows an organization classified as an ISP to request a one-time-only modification of its initial IP v6 allocation due to adjustments in its utilization plan. This is very important, as it allows these organizations to adjust their initial – and possibly immature – plan and repl ace it with one that is more realistic and better suited to their services and clients. However, organizations classified as End Users do not have the same possibility. While the minimum allocation size (/48) may be enough to satisfy the needs of most of these organizations, there are sti ll cases where the plan presented to justify the initial allocation does not represent the current reality of the organi zation, which therefore needs a larger allocation size. |

Rationale (Describe the problem you intend to solve) | |
The proposal seeks to equate the possibility of modifying the initial IPv6 allocation for both ISPs and End Users. We've already seen cases of organizations that are End Users and need to adjust their utilization plan for the IPv6 bloc k they have already received. Given that there is no such possibility for these organizations, their resources are limited or they must justify an add itional allocation, something that is not anticipated in the current policy. I believe it is only fair for End User organizations to have the right to change their initial allocation when faced wit h a more accurate plan, just as ISPs do. |
The proposal seeks to equate the possibility of modifying the initial IPv6 allocation for both ISPs and End Users. We've already seen cases of organizations that are End Users and need to adjust their utilization plan for the IPv6 bloc k they have already received. Given that no such possibility exists for this type of organizations, they must either deal with these limitations or ju stify an additional allocation, something that is not anticipated in the current policy. I believe it is only fair for End User organizations to have the right to change their initial allocation in line with a more accurate plan, just as ISPs do. |

Include paragraph 4.5.4.3 4.5.4.3 Modifying the size of an initial allocation In case their initial addressing plan proves inadequate and does not satisfy their current needs, End Users may submit a new addressing plan to LACNIC. The new prefix will be consistent with the new plan and must comply with Sections 4.5.4.1 or 4.5.4.2. If it were not possible to provide a prefix that complements the one already assigned, either because the adjacent prefi x has already been assigned or because it is not enough to meet the new needs, the requesting organization shall have th e following options: - receiving a new block with the requested prefix that fully covers the need justified by the user in the new plan, with the commitment to renumber its network and return the original block to LACNIC within a period of 6 months; - receiving a new block which, added to the block already assigned, considers the need justified by the user in the new plan and maintaining the two blocks. Each organization may use this procedure only once. |

This applies on a one-time basis. The new prefix will be consistent with the new plan and shall comply with Sections 4.5.4.1 or 4.5.4.2. If it were not possible to provide a prefix of that size, either because the adjacent prefixes are already being used by other organizations or because such an assignment would leave insufficient space for subsequent assignments, LACNIC sha ll inform this to the requesting organization, which will have the following options: - receiving a new block with the requested prefix that fully covers the need justified by the user in the new plan, with the commitment to renumber its network and return the original block to LACNIC within a period of 6 months; - receiving a new block which, together with the block that has already been assigned, covers the need justified by the user in the new plan, and maintaining both blocks.
