Summary

The proposal adds that new proposals must include a short descriptor or summary title to make it easier to follow up on policy proposal discussions on the Policy list.

This descriptor must be included in the Subject line of the original email posted to the discussion list and may be referred to colloquially during discussions and presentations at the Public Policy Forum.

Using the example of the first proposals presented in 2020, the suggested descriptors for "LAC-2020-1: Add Operational IPv6 as a Requirement for IPv4 Transfers” might be “require-IPv6-transfers”. Likewise, the descriptor for “LAC-2020-2: Increase the Number of PDP Chairs from Two to Three" might be “three-chairs”, and for “LAC-2020-3: Impact Analysis Is Mandatory”, “mandatory-impact-analysis". For this particular document, the short descriptor is “short-descriptor”.

The following aspects refer to the proposal's implementation and are at the discretion of the LACNIC staff. Nevertheless, they are included here as a reference for the discussion of the proposal:

- The short descriptor might be specified by the authors themselves in the proposal submission form, or it might be assigned later by the LACNIC staff.

- It should include no more than three words separated by hyphens and include no more than 30 characters.

- It does not have to be unique in the history of policy proposals, but it does have to be unique among active policy proposals under discussion.

- There will be a single unique short descriptor for all three languages.

Rationale (Describe the problem you intend to solve)

A simple mechanism is proposed that will improve the usability of the policy discussion process on the mailing list, with the aim of achieving greater participation in policy discussions and improving access to – and the search for – individual policy discussions.

The fifth bullet point in Section 3.1 specifies that:

“Proposals must be submitted using the online form available at https://politicas.lacnic.net/politicas/. Once it has been reviewed, an identification code will be assigned, and the proposal will be sent to the discussion list. The maximum time allowed for reviewing and publishing the proposal on the public Policy list must not exceed two weeks. This review will only address the text itself, not the merit of the proposal.”
