------------
This proposal would apply for defining the anticipation with which a policy proposal must be published before it can be presented at the PPF.

Modifications to the current text

This proposal would modify the final item of the PDP, sub-section “3.1. Public Policy List” as follows:

- Only topics and items discussed on the Public Policy List at least 45 calendar days prior to the Public Policy Forum will be discussed at the Forum.”

1. The proposal modifies the period during which a proposal must be available for discussion on the Policy List before it can be presented at the next PPF, extending this period from one week to four.

2. When new policy proposals are received, LACNIC staff tries to publish them as quickly as possible so that their discussion can begin.

3. LACNIC events are scheduled months in advance. If several proposals are received one week prior to the PPF, it is difficult for each to receive enough attention under the terms of the current PDP.

4. If several proposals are received with so little anticipation prior to the PPF, it will not be possible to prepare their impact analyses in time for the event.

- RIPE: Policy proposals are discussed on the Policy List according to their PDP.

- ARIN does not specify a minimum discussion period prior to a forum. Instead, a proposal must reach Draft Policy status, which requires an AC (Advisory Council) meeting. These meetings usually take place a month before the ARIN meeting.

- APNIC: A proposal must be discussed on the Policy List for at least four weeks before it can be presented at the Forum.

- AFRINIC: The Forum agenda must be announced at least two weeks prior to the Forum.

This proposal seeks to modify LACNIC's Policy Development Process (PDP), increasing the time needed for a proposal to be presented at a Forum (which is currently one week) to 45 calendar days.

Rationale (Describe the problem you intend to solve)

In the run-up to the Policy Forum held during LACNIC 31, it became clear that LACNIC Staff did not have enough time to prepare the impact analysis for certain policy proposals submitted a week before the Forum. These proposals did not benefit from a longer discussion period on the mailing list or from the opinions of the Staff.

This proposal seeks to modify the current text of the Policy Development Process that establishes that the deadline for submitting a proposal to be presented at the Forum is one week prior to the Forum and extend this period to 45 calendar days.

Summary

This proposal seeks to extend the time a proposal requires before it can be presented at the Forum by two weeks. These two weeks would be added to the maximum time established for LACNIC to publish a proposal. It also seeks to prioritize new proposals to be discussed at the Public Forum and allow the Chairs to decide on the need to submit new versions of proposals that have already been previously presented in the Forum.

In addition, new versions of existing proposals often do not involve significant changes that merit their presentation during the forum and have the potential to reach consensus on the discussion list, thus reducing the time required for a proposal to achieve consensus. This would allow more time to discuss new proposals.
