Esta propuesta se aplicaría para definir el plazo necesario en el que se debe publicar una propuesta para ser presentada en el FPP.

Modificación del texto actual
Esta propuesta modificaría los últimos dos puntos del PDP, la sub sección “3.1.Lista Pública de Políticas”, indicando:

“- Solo nuevas propuestas publicadas en esta lista, al menos 2 semanas antes del Foro Público de Políticas, serán llevadas a este Foro para su discusión en el mismo.
- Queda a criterio de los Moderadores la evaluación de la necesidad de presentación en el Foro para el caso de nuevas versiones de las propuestas que se encuentren en discusión y que ya hayan sido presentadas en un Foro anterior, en función de cambios significativos en el texto o de la discusión que se haya producido en la lista desde la presentación de la nueva versión”.

Con respecto a la versión anterior:
cambia el tiempo mínimo para presentar una propuesta antes del FPP de 3 a 2 semanas
se aclara que queda a criterio de los moderadores la evaluación de la necesidad de presentación en el Foro para el caso de nuevas versiones de las propuestas que se encuentren en discusión y que ya hayan sido presentadas en un Foro anterior, en función de cambios significativos en el texto o de la discusión que se haya producido en la lista desde la presentación de la nueva versión.

La propuesta cambia el plazo necesario en el que una propuesta debe estar en discusión en la Lista de Políticas para luego poder ser presentada en el próximo FPP de una a dos semanas.

Actualmente, el staff tiene un máximo de 2 semanas para revisar las propuestas recibidas antes de publicarlas, a pesar de ello, usualmente se publica dentro de la primer semana.

De acuerdo a estos cambios, para que el autor pueda asegurarse que su propuesta llegue a tiempo a presentarse en un foro debe presentarla al menos 4 semanas antes del FPP.

En el caso de nuevas versiones los moderadores decidirán si es necesario presentarla nuevamente en un foro o si el cambio no es tan relevante para hacerlo.
La agenda del evento de LACNIC (Espacio donde se lleva a cabo el Foro Público de Políticas), se elabora con meses de antelación. El tiempo mínimo requerido para presentar una propuesta es importante para poder asignar el espacio adecuado para la discusión.
Los análisis de impacto son un recurso que elabora el staff, para facilitar la discusión de cada propuesta de política. El tiempo mínimo requerido para presentar una nueva propuesta colabora con que el staff pueda generar ese análisis para cada propuesta que se presente en el Foro.

ARIN no tiene un período de discusión mínimo antes de un foro. En su lugar, se exige que una propuesta llegue al estado “Propuesta borrador” (Draft policy), el cual requiere una reunión del AC (Advisory Council). Usualmente estas reuniones ocurren un mes antes de la reunión de ARIN.

APNIC: una propuesta debe ser discutida al menos cuatro semanas en la lista de políticas para luego ser presentada en el Foro.

AFRINIC: la agenda del foro debe ser anunciada al menos dos semanas antes del foro.

Summary

This proposal seeks to modify LACNIC's Policy Development Process (PDP), increasing the time needed for a proposal to be presented at a Forum (which is currently one week) to 45 calendar days.

Rationale (Describe the problem you intend to solve)

In the run-up to the Policy Forum held during LACNIC 31, it became clear that LACNIC Staff did not have enough time to prepare the impact analysis for certain policy proposals submitted a week before the Forum. These proposals did not benefit from a longer discussion period on the mailing list or from the opinions of the Staff.

This proposal seeks to modify the current text of the Policy Development Process that establishes that the deadline for submitting a proposal to be presented at the Forum is one week prior to the Forum and extend this period to 45 calendar days.

Summary

This proposal seeks to extend the time a proposal requires before it can be presented at the Forum by two weeks. These two weeks would be added to the maximum time established for LACNIC to publish a proposal. It also seeks to prioritize new proposals to be discussed at the Public Forum and allow the Chairs to decide on the need to submit new versions of proposals that have already been previously presented in the Forum.

In addition, new versions of existing proposals often do not involve significant changes that merit their presentation during the forum and have the potential to reach consensus on the discussion list, thus reducing the time required for a proposal to achieve consensus. This would allow more time to discuss new proposals.
