The policy currently in force allows an organization classified as an ISP to request a one-time-only modification of its initial IPv6 allocation due to adjustments in its utilization plan. This is very important, as it allows these organizations to adjust their initial – and possibly immature – plan and replace it with one that is more realistic and better suited to their services and clients. However, organizations classified as End Users do not have the same possibility. While the minimum allocation size (/48) may be enough to satisfy the needs of most of these organizations, there are still cases where the plan submitted to justify the initial allocation does not represent the organization's current reality.
The proposal seeks to equate the possibility of modifying the initial IPv6 allocation for both ISPs and End Users. We've already seen cases of organizations that are End Users and need to adjust their utilization plan for the IPv6 block they have already received. Given that no such possibility exists for this type of organizations, they must either deal with these limitations or justify an additional allocation, something that is not anticipated in the current policy. I believe it is only fair for End User organizations to have the right to change their initial allocation in line with a more accurate plan, just as ISPs do.
INCLUDE paragraph 4.5.4.3 4.5.4.3 Rectifying the size of an initial assignment An End User organization may submit a new addressing plan to LACNIC if the plan initially submitted and used to justify the initial assignment no longer satisfies their current needs. This applies on a one-time basis. The new prefix will be consistent with the new plan and shall comply with Sections 4.5.4.1 or 4.5.4.2. If it were not possible to provide a prefix of that size, either because the adjacent prefixes are already being used by other organizations or because such an assignment would leave insufficient space for subsequent assignments, LACNIC shall inform this to the requesting organization, which will have the following options: - receiving a new block with the requested prefix that fully covers the need justified by the user in the new plan, with the commitment to renumber its network and return the original block to LACNIC within a period of 6 months; - receiving a new block which, together with the block that has already been assigned, covers the need justified by the user in the new plan, and maintaining both blocks. Each organization may use this procedure only once.

Section 4.5.4.3 would apply when an End User organization which has already been allocated an IPv6 block approaches LACNIC with a new addressing plan and requests a larger block.

According to policy proposal 2017-8 version 2, the Policy Manual would undergo changes in the sections listed below.
An End User organization may submit a new addressing plan to LACNIC if the plan initially submitted and used to justify the initial assignment no longer satisfies their current needs. This applies on a one-time basis.
Each organization may use this procedure only once.

Currently, this case would be treated as an additional assignment. According to the Policy Manual in force, “Subsequent assignments must be duly documented and justified (...)”
If this proposal is implemented, LACNIC staff understands that the initial justification would no longer be necessary, as the new assignment would be based on a new addressing plan.
