Section 4.5.4.3 would apply when an End User organization which has already been allocated an IPv6 block approaches LACNIC with a new addressing plan and requests a larger block.

Modifications to the current text and comments by LACNIC staff:

According to policy proposal 2017-8 version 2, the Policy Manual would undergo changes in the sections listed below.

• Add section 4.5.4.3 “Modifying the size of an initial allocation.”
An End User organization may submit a new addressing plan to LACNIC if the plan initially submitted and used to justify the initial assignment no longer satisfies their current needs. This applies on a one-time basis.

The new prefix will be consistent with the new plan and shall comply with Sections 4.5.4.1 or 4.5.4.2.

If it were not possible to provide a prefix of that size, either because the adjacent prefixes are already being used by other organizations or because such an assignment would leave insufficient space for subsequent assignments, LACNIC shall inform the requesting organization, which will have the following options:

- receiving a new block with the requested prefix that fully covers the need justified by the user in the new plan, with the commitment to renumber its network and return the original block to LACNIC within a period of 6 months;

- receiving a new block which, added to the block already assigned, considers the need justified by the user in the new plan, and maintaining the two blocks.
Each organization may use this procedure only once.

Currently, this case would be treated as an additional assignment. According to the Policy Manual in force, “Subsequent assignments must be duly documented and justified (...)”
If this proposal is implemented, LACNIC staff understands that the initial justification would no longer be necessary, as the new assignment would be based on a new addressing plan.

This proposal does not require any modification to the registry system.


Summary

The current policy allows an organization classified as an ISP to request a one-time-only modification of its initial IPv6 allocation due to adjustments in its utilization plan.

This is very important, as it allows these organizations to adjust their initial – and possibly immature – plan and replace it with one that is more realistic and better suited to their services and clients.

However, organizations classified as End Users do not have the same possibility.

While the minimum allocation size (/48) may be enough to satisfy the needs of most of these organizations, there are still cases where the plan presented to justify the initial allocation does not represent the current reality of the organization, which therefore needs a larger allocation size.

Rationale (Describe the problem you intend to solve)

The proposal seeks to equate the possibility of modifying the initial IPv6 allocation for both ISPs and End Users.

We've already seen cases of organizations that are End Users and need to adjust their utilization plan for the IPv6 block they have already received.

Given that there is no such possibility for these organizations, their resources are limited or they must justify an additional allocation, something that is not anticipated in the current policy.

I believe it is only fair for End User organizations to have the right to change their initial allocation when faced with a more accurate plan, just as ISPs do.
