LACNIC Staff's Interpretation of the Proposal
---------------------------------------------

Application in the Policy Development Process:
-----------------------------------------------
(http://www.lacnic.net/web/lacnic/proceso-de-desarrollo-de-politicas)
This will apply when a proposal enters the last-call-for-comments period after reaching consensus.

Modifications to the current text and comments by LACNIC staff:
----------------------------------------------------------------
According to the modifications included in policy proposal 2017-7, the Policy Development Process would undergo the following modifications:

• Section 2.4 would be modified: “If consensus is attained, the policy shall be published on the Public Policy List for the reception of public comments during a period of 30 days.”
• Section 2.5 would be modified: “During its first meeting after the 30-day period established for the reception of public comments, LACNIC's Board of Directors may:”

LACNIC Staff Comments:
• Reducing the number of days from 45 to 30 would still leave the community with a considerable amount of time to submit their comments.
Likewise, we have not identified any impacts of this modification on the outcome of the policy development process other than making it somewhat shorter.

Implementation of the Proposal
-------------------------------
The proposal could be implemented immediately.

Impact of the policy on the registry system and the addressing pool
-------------------------------------------------------------------
The proposal would involve adjustments to the policy system. We estimate that implementing these adjustments would require approximately two weeks.

Summary

This proposal seeks to streamline the Policy Development Process by reducing the time assigned to the last-call-for comments period.

Rationale (Describe the problem you intend to solve)

In practice, ‘idle’ times have often been observed during the last-call-for-comments period during which no comments are received regarding the proposal. The current process, however, establishes a 45-day waiting period for a proposal to reach the Board, even if no comments are received.
