LACNIC Staff's Interpretation of the Proposal

Applicability of Section 7.1:

This section will apply to organizations that enter the resource recovery process.

Modifications to the current text and comments by LACNIC staff:

According to the modifications included in policy proposal 2017-6, the Policy Manual would undergo changes in the sections listed below.

• Section 7.1 - “Resource Recovery” would be modified.
7.1- Resource Recovery
(…) If the situation cannot be rectified, LACNIC shall publish the resource that is to be recovered for a period of three months. During this period, the organization may rectify the situation with LACNIC.
Two months after the resource is published, LACNIC shall proceed to delete the reverse resolution information of the listed resources. This information may be recovered if the organization rectifies its situation with LACNIC.
If three months after the resources are published the organization has not rectified the situation, the resources shall be recovered and the records of the previous holder of the recovered resources shall be removed from LACNIC’s database. (…)

LACNIC Staff Comments:
• We recommend implementing this proposal as a way of forcing the organization undergoing the revocation process to contact LACNIC or the NIR before the final removal of their resources.
We believe this additional warning is a good practice and another, more direct method of contact prior to the final removal of the resources.

• We suggest making it clear in the text that the proposal is to eliminate the NS records pointing to the authoritative servers of the resources involved, thus leaving those resources without any reverse resolution.

Summary

The proposal seeks to delete the reverse resolution information of the resources listed for recovery two months after their inclusion on the list in order to draw the attention of the users of such resources and advance the process for their recovery.

Rationale (Describe the problem you intend to solve)

Contact with the organization that appears on a resource assignment record is sometimes completely lost. Having no other way to draw their attention to the blocks, this proposal seeks to delete their reverse resolution information so they will contact LACNIC or the corresponding NIR.

The reverse resolution information shall be maintained until the recovery process has been completed. Thus, if the organization rectifies its situation with LACNIC or with the corresponding NIR, such information may be restored.

Having no other way to draw their attention to the resources and their irregular situation as regards either LACNIC or one of the RIRs, this proposal seeks to delete the NS records pointing to the authoritative nameservers of the resources listed for recovery. This means that the organizations or users will have a reason to contact LACNIC or the corresponding NIR.
