Summary

The proposal seeks to modify sections 11.1 and 11.2 of LACNIC's Policy Manual, extending IPv4 Exhaustion Phase 2 in the LAC region, doubling the space assigned to Phase 2 from a / 11 to a / 10, to allow current members easier access to IPv4 addresses.

According to current estimates based on an analysis of resource assignments in the LAC region, Phase 2 will end in mid-October 2015. We therefore recommend that this modification be processed using the expedited process.

Rationale (Describe the problem you intend to solve)

IPv4 Exhaustion Phase 2 will soon end in the LAC region. This means that it will no longer be possible to make additional IPv4 assignments to current members, as only new members will be eligible to receive IPv4 addresses. This will create difficulties for current members who are not yet IPv6-ready.

During Phase 2, requests from both new and existing members were processed. Regional assignment statistics show that more assignments have been made to new members than to existing members.

Doubling the reserve in section 11.2 would allow current members to access the resources needed to complete their IPv6 deployments.

We recommend that this proposal be processed using the expedited process, as an analysis of the assignments made from the Phase 2 reserve show that this space will run out in mid-October 2015.

Current text

Modify Section 11:

Current text:
11.1.1. LACNIC will create a reserve equivalent to a /11 block of IPv4 addresses for new LACNIC members.

Proposed text:
11.1.1. LACNIC will create an IPv4 reserve using the space allocated by the IANA to LACNIC post-IPv4 exhaustion, also considering the recovered and returned space mentioned in Section 7 of the Policy Manual.

Current text:
11.2.1. LACNIC will create a reserve equivalent to a /11 block of IPv4 addresses for the purpose of achieving gradual exhaustion of IPv4 resources within the LACNIC region.

Proposed text:
11.2.1. LACNIC will create a reserve of IPv4 addresses equivalent to a /10 block for the purpose of achieving gradual exhaustion of IPv4 resources within the LACNIC region.

Additional information

The /11 needed to double the reserve under Section 11.2 would be taken from the original reserve under
Section 11.1.

The reserve under Section 11.1 would be left with the space assigned by the IANA to LACNIC post-exhaustion and any space that is recovered or returned.

Timetable

Immediate implementation upon approval.
